The Golums are a Gotham gang that wear glow-in-the-dark neon paint at night.

One of Akiva Goldsman's Batman & Robin drafts described the Golums as: "Pale. The toughest of urban predators." In the final film, the glowstick gang from the third film makes a return instead. Given all of the distinctly different looks of Gotham's gangs at the street race, it is reasonable to conclude that this is the same gang. Goldsman's Forever script merely referred to them as "gang" or "thugs" with nothing identifiable or remarkable about their appearance.
